The top half of the dress is in black velvet which has a slight stretch to it for extra comfort, and the skirt half is made up of so many layers of soft spotty material, it sticks out like a tutu. Over that is a layer of gathered hot pink net, and over that are pieces of black velvet for the finishing touch.
